Watch the memory graph on the overview of your server. If it stays near the top while you play, or the console warns that the server is running behind, it is time for more RAM.

The next step is 4 GB for €3.20 a month, which carries up to 8 players on the normal game. The world, files and address stay the same when you upgrade.
